Job Title: Cultural Relations Specialist (CRS)

Location:  Camp Lemonnier Djibouti City, Djibouti

Hours of Operations :

  • Monday thru Friday from 08:00-17:00, to include a daily break totaling 60 minutes,
  • Saturday from 09:00-13:00, and a total of 44 hours per week.

Job Overview :

The Cultural Relations Specialist (CRS) shall provide subject matter expertise on local customs, politics, and language translations to ambassadors of the United States. The CRS shall be responsible for analyzing and interpreting local customs, politics, and trends of affairs relevant to CJTF-HOA. Offer insight into local culture, politics, policies, and advise on strategies to engage key leaders in the local community. Provide guidance and assistance in the relationships CJTF-HOA has with the local community, Djiboutian government, and armed forces. For this reason, the CRSs shall be a local Djiboutian National, with gender diversity among CRSs being required to observe cultural sensitivities in engagements.

Responsibilities:

  • Provide translation services and cultural advice regarding Djiboutian civil and military leaders to further the interests of CJTF-HOA.
  • Liaise with CJTF-HOA leadership and staff to develop and strengthen diplomatic relationships with the Djiboutian government, military, and community leaders.
  • Provide relevant information from news outlets for CJTF-HOA Public Affairs Office (PAO) press releases.
  • Monitor and analyze local and international media for impact on host nation relations and provide daily reviews to CJTF-HOA leadership.
  • Advise and assist the PAO in drafting local media press releases.
  • Provide advice and guidance via reports and briefings on Djiboutian culture and customs to CJTF-HOA leadership.
  • Provide interpretations and analysis of local and regional community and government actions.
  • Translate legal and administrative documents and assist in foreign claims investigations.
  • Provide interpretation services for interactions between CJTF-HOA departments and Djiboutian counterparts.

Education & Experience :

  • A bachelor's degree (or equivalent) in a relevant field of study is required, preferably with an advanced or professional degree.
  • Approximately five (3) years or more of work experience in international business, government, public relations, public policy, non-governmental organizations (NGOs), or a related professional field is preferred.
  • Familiarity with the foreign claims process and prior experience working with international media is advantageous.
  • Must possess full professional proficiency (or higher) in written and spoken French and Somali with a minimum of a working proficiency in English.
  • Proficiency in Djibouti's local languages, including Afar and Arabic, is preferred.
  • Hold and maintain a Djiboutian driver's license for travel to areas of strategic influence.
  • Predominantly work in Djibouti City with possible local travel to surrounding regions.
